Where is a border pass required in the Elbrus region (Prielbrusye)?

The pass is mandatory on routes passing south of the Baksan highway, in the 5-kilometer zone from the Main Caucasian Range (the border with Georgia). For example, it is required for hikes in the upper reaches of the Adyl-Su, Adyr-Su, Yusengi, and Donguz-Orun gorges. On the ground, the entrance to the border zone is usually marked with blue warning signs.

Where in the Elbrus region is a pass NOT required?

According to FSB Order No. 407, the following are excluded from the border zone: Khotyutau, Khasankoy-Syuryulgen, and Ekho Voyny passes, Mount Cheget (Maly Donguzorun), Lake Donguz-Orunkyol, the peaks of Bolshoy and Maly Kogutay, the Zelenaya Gostinitsa tract, the Bashkara lakes, the Ulybka Shkheldy beach, the Koyavganoush pass, and the Glade and Stone of Wishes in the Adyr-Su gorge. A border pass is not required for climbing Mount Elbrus from the south, north, or east.

How to apply for a border zone pass?

There are two main remote ways. First: send a completed application and a scan of your passport to the email of the regional FSB department (e.g., pu.kbr@fsb.ru). The ready pass will be sent to your email; you just need to print it out. The second way is through the Gosuslugi (State Services) portal, requesting the delivery of a paper original via Russian Post.

Is a pass required for a child?

Yes, children under 14 are included in the pass of their parents or legal representatives; those over 14 receive their own pass. A birth certificate is required on the route.

Is a pass required for foreigners (including citizens of Belarus and Kazakhstan)?

Yes, it is strictly required. The processing time for foreign citizens is up to 30 working days.

Should a car be included in the pass?

Yes, if you plan to drive into the border zone by car, the vehicle details (make, license plate number) must be specified in the application and in the pass itself.

How long does it take to issue a pass?

According to regulations, an application is reviewed within 15 working days for Russian citizens (up to 30 days for foreign citizens). If you choose delivery by Russian Post, allow an additional 1-2 weeks for shipping. We recommend applying at least a month before your trip.

If the pass is ready, but the post office lost it — will I be allowed into the mountains?

No. Having a record in the electronic register does not replace the physical document. By law, when in a border zone, you are required to present the pass itself (a paper original or a printed scan) and your passport to the border patrol. If you do not have the documents on hand, you may be detained.

Can I use a scan of the pass instead of the original?

This information has not been confirmed by us, although we have heard of such cases. In any case, we recommend having the original pass and your passport with you.

Where and to whom should the border pass be presented?

The pass is checked by officers of the FSB Border Service. There are stationary posts at the entrances to popular border gorges. In addition, border patrols monitor the trails. They may stop you on the route, watch you through binoculars, and meet you on your way back. Be polite and always keep your documents handy.

What happens if I don't have a pass in the border zone?

This is an administrative offense (Art. 18.2 of the Code of Administrative Offenses of the Russian Federation). You will be detained and escorted to the border outpost for identification and the drafting of a protocol. You will be issued a fine (from 500 to 1000 rubles). The procedure can take all day, which will ruin your climbing plans. Foreign citizens face deportation.

Is anything else required besides a passport and a border pass?

Yes. To be on the territory of the Elbrus (Prielbrusye) National Park, you need a walking ticket (visit permit). It can be checked by national park inspectors on the trails. The ticket can be purchased in advance on the official website of the park or paid to the inspector on the spot.

What is a border zone?

A border zone is an area along the state border with a special regime of stay. Special rules for entry and presence apply there. To enter the 5-kilometer strip of land immediately adjacent to the border, a pass and an identity document are strictly required.

What is a border pass?

It is an official document granting the right to stay in the border zone. It can be a paper original with a blue stamp (if received in person or by mail) or a printed scan (if issued via email). In addition to the physical paper, your data is entered into the electronic register of issued passes of the FSB Border Service.

The step-by-step guide below is based on the standard procedure for Russian citizens. If you are a foreign citizen (including CIS countries), please note the following legal exceptions:

Processing time: By law, passes for foreign citizens take up to 30 working days (instead of 15). Apply at least 1.5 months before your trip.
Application method: Method 2 (Gosuslugi) requires a verified Russian digital identity (SNILS). Foreigners should use Method 1 (Email).
Delivery: The FSB does not mail passes internationally. You must provide a valid delivery address within Russia (e.g., your hotel) or pick it up in person in Nalchik.
Border zone access: Unlike Russian citizens, foreigners require a pass to enter the entire territory of the border zone, not just the 5km strip.

A border zone is a tract of land along the state border. A border regime operates within it — special rules for entry, stay, and conducting various activities. Warning signs are installed at the entrances to the border zone. To enter the five-kilometer border zone, a person must have a pass or permit, as well as an identity document. Visiting the border zone without a pass or permit is considered an administrative offense (Art. 18.2 of the Administrative Code of the Russian Federation).

As a rule, you can move freely in the zone further than 5 kilometers from the border.

By email — here you need to print the application form for the pass, fill it out, and send it to the email of the border guard department;
Through Gosuslugi — here the application for the pass is processed entirely on the Gosuslugi Portal.

In the field «Прошу выдать индивидуальный пропуск...» (Please issue an individual pass...) you should indicate:

1-131 – this is the entire territory of the KBR border zone;
1-74 – this is the Elbrus district;

Here you indicate the validity period of the pass (usually up to 1 year).

Step 3. Send the application

You need to send an email to the border guard department of the respective region.

What to attach to the email:

A scan of the filled and signed application form.
A scan of your passport (main spread + registration page).
A scan of the vehicle registration certificate (if you included a car).

Usually, within 1-2 days, a reply email arrives with the registration number of your application. A scan of the pass is often sent by email (after ~15 days), but for guaranteed passage through the border guards, you should use the paper original. It will be sent to the address specified in the application.

First, you need to register and log into your Gosuslugi account.

After that, launch the pass application service:

Step 2. Filling out general information

What needs to be done?

"Получить разрешение или пропуск впервые" (Get a permit or pass for the first time) – choose this if you are applying for a pass for the first time;
"Заменить документ с истекшим сроком" (Replace an expired document) – choose this if you applied for a pass last year.

What do you want to get?

Индивидуальный пропуск для прохода или проезда ТС (An individual pass for passage or driving a vehicle).

Who do you want to get it for?

На себя (For myself).

How do you want to receive the pass?

Почтой России (By Russian Post).

Step 3. Filling in personal data
