The step-by-step guide below is based on the standard procedure for Russian citizens. If you are a foreign citizen (including CIS countries), please note the following legal exceptions:
A border zone is a tract of land along the state border. A border regime operates within it — special rules for entry, stay, and conducting various activities. Warning signs are installed at the entrances to the border zone. To enter the five-kilometer border zone, a person must have a pass or permit, as well as an identity document. Visiting the border zone without a pass or permit is considered an administrative offense (Art. 18.2 of the Administrative Code of the Russian Federation).
As a rule, you can move freely in the zone further than 5 kilometers from the border.

There are two main ways to apply for a pass:
You will need the application form (Appendix No. 1 to the FSB order).
It can also be found on the internet by searching for "Заявление на получение индивидуального пропуска в погранзону Приложение 1" (Application for an individual pass to the border zone Appendix 1).
In the field «Прошу выдать индивидуальный пропуск...» (Please issue an individual pass...) you should indicate:
Маршруты № 1-131 согласно реестру туристических (альпинистских) маршрутов, расположенных в пограничной зоне КБР №804 от 16.06.2017 года

Indicate "Туризм" (Tourism).
Here you indicate the validity period of the pass (usually up to 1 year).
If you plan to travel by car, fill in the vehicle details.
You need to send an email to the border guard department of the respective region.
Usually, within 1-2 days, a reply email arrives with the registration number of your application. A scan of the pass is often sent by email (after ~15 days), but for guaranteed passage through the border guards, you should use the paper original. It will be sent to the address specified in the application.
First, you need to register and log into your Gosuslugi account.
After that, launch the pass application service:
Obtaining a pass to the border zone and permits for various activities in the border zone.
Индивидуальный пропуск для прохода или проезда ТС (An individual pass for passage or driving a vehicle).
На себя (For myself).
Почтой России (By Russian Post).
The data form will be pre-filled automatically.
Attach photos of the documents as specified in the form.
Туризм (Tourism).
Кабардино-Балкарская Республика (Kabardino-Balkarian Republic).
ПУ ФСБ России по Кабардино-Балкарской Республике (Border Guard Department of the FSB of Russia for the Kabardino-Balkarian Republic).
Эльбрусский район (Elbrus district).
село Эльбрус (Elbrus village).
Here you indicate the validity period of the pass.
Here you should indicate the route numbers according to the register of tourist (mountaineering) routes. The phrasing should be as follows:

In accordance with the Order of the FSB of Russia dated September 15, 2023 No. 407 "On the limits of the border zone in the territory of the Kabardino-Balkarian Republic", the following territories are excluded from the limits of the border zone, and a pass is not required to visit them:
Elbrus district: Khotyutau, Khasankoy-Syuryulgen, Ekho Voyny passes, Mount Cheget (Maly Donguzorun), Lake Donguz-orunkyol, peaks Bolshoy and Maly Kogutai, Zelenaya Gostinitsa tract, Bashkarinskiye Lakes, Ulybka Shkheldy beach, Koyavganoush pass, Glade and Stone of Wishes in the Adyr-Su gorge.
Chegem district: Abai-Su waterfall, Golubev and Donkin passes, mineral springs of the Chegem gorge, the trail to the Shaurtu glacier.
Cherek district: Ushtulu tract (mineral springs, shelter, hotels), Kara-Su and Akh-Su rivers, Rtsyvashki, Akh-Su, Tyutyun glaciers, Krivosivtsek pass, valley of the Chaynashki river, Lake Giybashkyol in the Dumala gorge, Bezengi gorge: ruins of the Shyki aul, part of the Ulluchiran glacier to Lake Barankosh, Mizhirgichiran, Khrumkol glaciers, Mount Dykhtau.
The field can be left blank.
The form must be printed, signed (with a pen), and include your surname and initials.

In 15 days, a notification about the result of processing the application will arrive on Gosuslugi. If everything went successfully, the pass will be sent to the address specified in the application.
Before hitting the trail, you must have the pass with you along with an identity document.

Some routes in the Elbrus Region (south of the Baksan gorge) run near or cross the border zone.
On the ground, borders are marked with blue warning signs. To avoid accidentally missing a turn and encountering border guards without documents, we recommend having a verified GPS track on hand.
